This new technique takes advantage of the 84 tax sales a day, 25,400 properties that go to tax sale per day (JP Morgan Chase statistics) 29% are actually free and clear according to the 2014 us census data. The Government does not effectively find and return that money (shocking the Government doesn't give money back effectively) and the money just sits until the Government "escheats" in English takes the money forever.
